A use-case register with an accountable owner for every decision

Kognita alpha 0.4 replaced the free-text purpose list with a versioned use-case register, so every decision names a registered use case and cites its accountable owner.

A purpose string says nothing about who is accountable. Governance needs a named owner for each use of AI.

kognita.usecases stores versioned, effective-dated use cases and a versioned risk appetite. Registry changes, including appetite changes, are evidenced as policy changes. A decision given a register must name a registered use case.

An empty owner fails closed, even when the purpose is listed. Accountability is not optional metadata. The register became the governing record for what AI may be used for and by whom.

Without a register, decisions still used the purpose list at first. Later hardening made the register mandatory.

Register use cases, not models. The question a board asks is 'what is this for and who owns it?'
