Shipping Kognita 0.4

Kognita alpha 0.4 shipped the use-case register, policy language, ingestion, adapters, flight recorder and policy packs.

Why did this need fixing?

0.4 was complete, but the wheel build failed and older SQLite versions rejected one trigger.

What did I do about it?

Starter pack names were hyphenated, the duplicate pack force-include was removed with a packaging test to guard it, and a trigger was rewritten for SQLite before 3.47 as 0.4.1.

0.4.0 and then 0.4.1 were released.

Which detail mattered?

A packaging test caught a problem users would otherwise have found first.

Where are the limits?

Release builds still depend on CI parity with users' SQLite versions.

If you're building something similar?

Test the artefact you ship, not just the source tree.
